As foreigners go, Afghan city is feeling abandoned

KANDAHAR, Afghanistan (AP) — By switching from studying business management to training as a nurse, 19-year-old Anita Taraky has placed a bet on the future of the southern Afghan city of Kandahar — that once foreign troops are gone, private-sector jobs will be fewer but nursing will always be in demand.

Besides, if the Taliban militants recapture the southern Afghan city that was their movement's birthplace and from which they were expelled by U.S.-led forces 11 years ago, nursing will likely be one of the few professions left open to women.

Taraky is one of thousands of Kandaharis who are weighing their options with the approaching departure of the U.S. and its coalition partners. But while she has opted to stay, businessman Esmatullah Khan is leaving.

Khan, 29, made his living in property dealing and supplying services to the Western contingents operating in the city. Property prices are down, and business with foreigners is already shrinking, so he is pulling out, as are many others, he said.

Many are driven by a certainty that the Taliban will return, and that there will be reprisals.   

"From our baker to our electrician to our plumber, everyone was engaged with the foreign troops and so they are all targets for the Taliban. And unless the government is much stronger, when the foreign troops leave, that is the end," Khan said.

The stakes are high. Kandahar, Afghanistan's second city, is the southern counterweight to Kabul, the capital. Keeping Kandahar under central government control is critical to preventing the country from breaking apart into warring fiefdoms as it did in the 1990s.

"Kandahar is the gate of Afghanistan," said Asan Noorzai, director of the provincial council. "If Kandahar is secure, the whole country is secure. If it is insecure, the whole country will soon be fighting."

Even though Kandahar city has traffic jams and street hawkers to give it an atmosphere of normality, there are dozens of shuttered stores on the main commercial street, it's almost too easy to find a parking space these days, and shopkeepers are feeling the pinch.

Dost Mohammad Nikzad said his profits from selling sweets have dropped by a half or more in the past year, to about $30 a day, and he has had to cut back on luxuries.

He said that every month he would buy a new shalwar kameez, the tunic favored by Afghan men; now he buys one every other month.

"I only go out to eat at a restaurant once a week. Before I would have gone multiple times a week," Nikzad said, as he stood behind his counter, waiting for customers to show.

The measurements of violence levels contradict each other. On the one hand, many Kandaharis say things are better this year. On the other hand, the types of violence have changed and, to some minds, gotten worse.

"Before, we were mostly worried about bomb blasts. Now ... we are afraid of worse things like assassinations and suicide attacks," said Gul Mohammad Stanakzai, 34, a bank cashier.

Prying open the Taliban grip on Kandahar and its surrounding province has cost the lives of more than 400 international troops since 2001, and many more Afghans, including hundreds of public officials who have been assassinated by the Taliban.

Kandahar province remains the most violent in the country, averaging more than five "security incidents" a day, according to independent monitors. In Kandahar city, suicide attacks have more than doubled so far this year compared with the same period of 2011, according to U.N. figures.

"They are not fighting in the open the way they were before. Instead they are planting bombs and trying to get at us through the police and the army," said Qadim Patyal, the deputy provincial governor.

The Taliban have said in official statements that they are focusing more on infiltrating Afghan and international forces to attack them. In the Kandahar governor's office, armed Afghan soldiers are barred from meetings with American officials lest they turn on them, Patyal said.

And many point out that the "better security" is only relative. By all measures — attacks, bombings and civilian casualties — Kandahar is a much more violent city now than in 2008, before U.S. President Barack Obama ordered a troop surge.

There are no statistics on how many people have left the city of 500,000, but people are fleeing the south more than any other part of the country, according to U.N. figures. About 32 percent of the approximately 397,000 people who were recorded as in-country refugees were fleeing violence in the south, according to U.N. figures from the end of May.

The provincial government, which is supposed to fill the void left by the departing international forces, has suffered heavily from assassinations. It suffered a double blow in July last year with the killing of Ahmed Wali Karzai, the half-brother of President Hamid Karzai who was seen as the man who made things work in Kandahar, and Ghulam Haider Hamidi, the mayor of the city.

Now, Noorzai says, he can neither get the attention of ministers in Kabul nor trust city officials to do their jobs.

He remembers 2001, when he and others traveled to the capital flying the Afghan flag which had just been reinstated in place of that of the ousted Taliban. "People were throwing flowers and money on our car, they were so happy to have the Afghan flag flying again," he said.

"When we got power, what did we give them in return? Poverty, corruption, abuse."

Mohammad Omer, Kandahar's current mayor, insists that if people are leaving the city, it is to return to villages they fled in previous years because now security has improved.

Zulmai Hafez disagrees. He has felt like a marked man since his father went to work for the government three years ago, and is too frightened to return to his home in the Panjwai district outside Kandahar city. He refused to have his picture taken or to have a reporter to his home, instead meeting at the city's media center.

"It's the Taliban who control the land, not the government," Hafez said. He notes that the government administrator for his district sold off half his land, saying he would not be able to protect the entire farm from insurgents. Many believe the previous mayor was murdered because he went after powerful land barons.

Land reform is badly needed, and the mayor is angry about people who steal land, but he offers no solution. Kandahar only gets electricity about half the day. The mayor says it's up to the Western allies to fix that. But the foreign aid is sharply down. Aid coming to Kandahar province through the U.S. Agency for International Development, the largest donor, has fallen to $63 million this year from $161 million in 2011, according to U.S. Embassy figures.

The mayor prefers to talk about investing in parks and planting trees. "I can't resolve the electricity problem, but at least I can provide a place in the city for people to relax," he said.

The only people thinking long-term appear to be the Taliban.

"The Americans are going and the Taliban need the people's support, so they are trying to avoid attacks that result in civilian casualties," said Noor Agha Mujahid, a member of the Taliban shadow government for Kandahar province, where he oversees operations in a rural district. "After 2014 ... it will not take a month to take every place back."

One of the biggest worries is the fate of women who have made strides in business and politics since the ouster of the Taliban.

"What will these women do?" asked Ehsanullah Ehsan, director of a center that trains more than 800 women a year in computers, English and business. It was at his center where Anita Taraky studied before switching to nursing.

"Even if the Taliban don't come back, even if the international community just leaves, there will be fewer opportunities for women," he said.

On the outskirts of the city stands one of the grandest projects of post-Taliban Kandahar — the gated community of Ayno Maina with tree-lined cement homes, wi-fi and rooftop satellite dishes.

Khan, the departing businessman, says he bought bought 10 lots for $66,000 in Ayno Maina and has yet to sell any of them despite slashing the price,

He recalled that when he first went to the project office it was packed with buyers. "Now it is full of empty houses. No one goes there," Khan said.

Only about 15,000 of the 40,000 lots have been sold, and 2,400 homes built and occupied, according to Mahmood Karzai, one of the development's main backers and a brother of President Karzai. He argues, however, that prices are down all over Afghanistan, and that Ayno Maina is still viable, provided his brother gets serious about reform that will attract investors.

"Afghanistan became a game," he said over lunch at the Ayno Maina office. "The game is to make money and get the hell out of here. That goes for politicians. That goes for contractors."

He shrugged off allegations that he skimmed money from Ayno Maina, saying the claims were started by competitors in Kabul who assume everyone who is building something in Afghanistan is also stealing money.

He said the money went where it was needed: to Western-style building standards and security.

In downtown Kandahar, a deserted park and Ferris wheel serve as another reminder of thwarted hopes. Built in the mid-2000s, the wheel has been idle for two years according to a guard, Abdullah Jan Samad. It isn't broken, he said, it just needs electricity. A major U.S.-funded project to get reliable electricity to the city has floundered and generators that were supposed to provide a temporary solution only operate part-time because of fuel shortages.

"The government should be paying for maintenance for the Ferris wheel," the guard said. "When you build something you should also make sure to maintain it."

George Lucas' filmmaking rooted in rebellion

LOS ANGELES (AP) — There's no mistaking the similarities. A childhood on a dusty farm, a love of fast vehicles, a rebel who battles an overpowering empire — George Lucas is the hero he created, Luke Skywalker.

His filmmaking outpost, Skywalker Ranch, is so far removed from the Hollywood moviemaking machine he once despised, that it may as well be on the forest moon of Endor.

That's why this week's announcement that Lucas is selling the "Star Wars" franchise and the entire Lucasfilm business to The Walt Disney Co. for more than $4 billion is like a laser blast from outer space.

Lucas built his film operation in Marin County near San Francisco largely to avoid the meddling of Los Angeles-based studios. His aim was to finish the "Star Wars" series— his way.

Today the enterprise has far surpassed the 68-year-old filmmaker's original goals. The ranch covers 6,100 acres and houses one of the industry's most acclaimed visual effects companies, Industrial Light & Magic. Lucasfilm, with its headquarters now in San Francisco proper, has ventured into books, video games, merchandise, special effects and marketing. Just as Anakin Skywalker became the villain Darth Vader, Lucas —once the outsider— had grown to become the leader of an empire.

"What I was trying to do was stay independent so that I could make the movies I wanted to make," Lucas says in the 2004 documentary "Empire of Dreams." ''But now I've found myself being the head of a corporation ... I have become the very thing that I was trying to avoid."

After the blockbuster sale announcement Tuesday, Lucas expressed a desire to give away much of his fortune, donate to educational causes and return to the experimental filmmaking of his youth. Still, the move stunned those who've followed him. He'd contemplated retirement for years and said he'd never make another "Star Wars" film.

Dale Pollock, the author of the 1999 biography "Skywalking," said Lucas disdained the Disney culture in interviews he gave in the 1980s, even though he admired the company's founder. "He felt the corporate 'Disneyization' had destroyed the spirit of Walt," Pollock said.

Lucas said through a spokeswoman on Saturday that he never said such a thing. But his anti-corporate streak is renowned. In the Lucasfilm-sanctioned documentary "Empire of Dreams", Lucas says on camera that he is "not happy that corporations have taken over the film industry."

Growing up in the central California town of Modesto, the independent streak was strong in young Lucas. The family lived on a walnut ranch and Lucas' father owned a stationery store. But, like his fictional protege Luke, George had no interest in taking over the family business. Lucas and his father fought when George made it clear that he'd rather go to college to study art than follow in his father's footsteps.

Lucas loved fast cars, and dreamed that racing them would be his ticket out. A near-fatal car crash the day before his high school graduation convinced him otherwise.

"I decided I'd better settle down and go to school," he told sci-fi magazine Starlog in 1981.

As a film student at the University of Southern California, he experimented with "cinema verite," a provocative form of documentary, and "tone poems" that visualized a piece of music or other artistic work.

The style is reflected in some of the short films he made at USC: "1:42:08" focused on the sound of a Lotus race car's engine driving at full speed and "Anyone Who Lived in a Pretty How Town," inspired by an e.e. Cummings poem. In later interviews, Lucas described his early films as "visual exercises."

Lucas' intellectual explorations led to an interest in anthropology, especially the work of American mythologist Joseph Campbell, who studied the common thread linking the myths of disparate cultures. This inspired Lucas to explore archetypal storylines that resonated across the ages and around the world.

Lucas' epic battle with the movie industry began after Warner Bros. forced him to make unwanted changes to an early film, "THX 1138." Later, Universal Pictures insisted on revisions to "American Graffiti" that Lucas felt impinged on his creative freedom. The experience led Lucas to insist on having total control of all his work, just like Charlie Chaplin and Walt Disney in their heyday.

"In order to get my vision out there, I really needed to learn how to manipulate the system because the system is designed to tear you down and destroy everything you are doing," Lucas said in an interview with Charlie Rose.

He shopped his outline for "Star Wars" to several studios before finding a friend in Alan Ladd Jr., an executive at 20th Century Fox. Despite budget and deadline overruns, and pressure from the studio, the movie was a huge success when it was released in 1977. It grossed $798 million in theaters worldwide and caused Fox's stock price at the time to double.

In one of the wisest business moves in Hollywood history, Lucas cut a deal with distributor Fox before the film's release so that he could retain ownership of the sequels and rights for merchandise. He figured in the 1970s that might mean peddling a few T-shirts and posters to fans to help market the movie. Over the decades, merchandising has formed the bedrock of his multi-billion-dollar enterprise, resulting in a bonanza for Lucas from action figures, toys, spinoff books and other products.

Industrial Light & Magic, the unit he started in a makeshift space in the Los Angeles suburb of Van Nuys, moved to the ranch in northern California and lent its prowess to other movies. It broke ground using computers, motion-controlled cameras, models and masks. Its reach is breathtaking, notably among the biggest science fiction movies of the 1980s: "E.T. The Extra-Terrestrial," ''Poltergeist," ''Back to the Future," ''Indiana Jones and the Raiders of the Lost Ark," ''Star Trek II: The Wrath of Khan" and more.

"Between him and (Steven) Spielberg, they changed how movies got made," said Matt Atchity, editor-in-chief of movie review website Rotten Tomatoes.

These days, the talent at ILM has spread around the globe, and many former employees have become top executives at other special effects companies, said Chris DeFaria, executive vice president of digital production at Warner Bros.

"You meet anybody who's a significant executive or artist at a company, they've spent their time at ILM or got their start there. That's probably one of George's greatest gifts to the business," DeFaria said.

Lucas helped make the tools that were needed for his films. ILM developed the world's first computerized film editing and music mixing technology, revolutionizing what had been a cut-and-splice affair. Pixar, the imaging computer he founded as a division of Lucasfilm, became a world-famous animated movie company. Apple's Steve Jobs bought and later sold it to Disney in 2006.

But the goliath Lucas created began to weigh on him. Fans-turned-critics felt the "Star Wars" prequel trilogy he directed fell short of the first films. Others believed his revisions to the re-released classics undid some of what made the first movies great.

Giving up his role at the head of Lucasfilm may shield him from the fury of rebellious fans and critics. He said in a video released by Disney that the sale would allow him to "do other things, things in philanthropy and doing more experimental kind of films."

"I couldn't really drag my company into that."

Still, Lucas is not planning on going to a galaxy far, far away.

Speaking on Friday night at Ebony magazine's Power 100 event in New York, Lucas said: "It's 40 years of work and it's been my life, but I'm ready to move on to bigger and better things. I have a foundation, an educational foundation. I do a lot of work with education, and I'm very excited about doing that."

This week he assured the incoming president of Lucasfilm, Kathleen Kennedy that he'd be around to advise her on future "Star Wars" movies —just like the apparition of Jedi Knight Obi-Wan Kenobi helps Luke through his adventures.

"They're finishing the hologram now," he told Kennedy. "Don't worry."

Floods render NYC hospitals powerless

NEW YORK (AP) — There are few places in the U.S. where hospitals have put as much thought and money into disaster planning as New York. And yet two of the city's busiest, most important medical centers failed a fundamental test of readiness during Superstorm Sandy this week: They lost power.

Their backup generators failed, or proved inadequate. Nearly 1,000 patients had to be evacuated.

The closures led to dramatic scenes of doctors carrying patients down dark stairwells, nurses operating respirators by hand, and a bucket brigade of National Guard troops hauling fuel to rooftop generators in a vain attempt to keep the electricity on.

Both hospitals, NYU Langone Medical Center and Bellevue Hospital Center, were still trying to figure out exactly what led to the power failures Thursday, but the culprit appeared to be the most common type of flood damage there is: water in the basement.

While both hospitals put their generators on high floors where they could be protected in a flood, other critical components of the backup power system, such as fuel pumps and tanks, remained in basements just a block from the East River.

Both hospitals had fortified that equipment against floods within the past few years, but the water — which rushed with tremendous force — found a way in.

"This reveals to me that we have to be much more imaginative and detail-oriented in our planning to make sure hospitals are as resilient as they need to be," said Irwin Redlener, director of the National Center for Disaster Preparedness at Columbia University's Mailman School of Public Health.

The problem of unreliable backup electricity at hospitals is nothing new.

Over the first six months of the year, 23 percent of the hospitals inspected by the Joint Commission, a health care facility accreditation group, were found to be out of compliance with standards for backup power and lighting, according to a spokesman.

Power failures crippled New Orleans hospitals after Hurricane Katrina. The backup generator failed at a hospital in Stafford Springs, Conn., after the remnants of Hurricane Irene blew through the state in 2011. Hospitals in Houston were crippled when Tropical Storm Allison flooded their basements and knocked out electrical equipment in 2001.

When the Northeast was hit with a crippling blackout in 2003, the backup power at several of New York City's hospitals failed or performed poorly. Generators malfunctioned or overheated. Fuel ran out too quickly. Even where the backup systems worked, they provided electricity to only some parts of the hospital and left others in the dark.

Afterward, a mayoral task force recommended upgrading testing standards for generators and requiring backup plans for blood banks and health care facilities that provide dialysis treatment.

Alan Aviles, president of New York City's Health and Hospitals Corp., which operates Bellevue, said that after a scare last summer when Hurricane Irene threatened to cause flooding, Bellevue put its basement-level fuel pumps in flood-resistant chambers.

It still isn't clear whether water breached those defenses, but when an estimated 17 million gallons of water rushed through loading docks and into the hospital's 1-million-square-foot basement, the fuel feed to the generators stopped working. The floodwaters also knocked out the hospital's elevators.

For two days, National Guardsmen carried fuel to the generators, but conditions inside the hospital for patients and staff deteriorated anyway. The generators were designed to supply only 30 percent of the usual electrical load at the hospital, leaving a lot of equipment and labs hobbled. The hospital also lost all water pressure on Tuesday. Nearly 700 patients had been evacuated by Thursday afternoon.

"The precautions we had taken to date had served us well," Aviles said. "But Mother Nature can always up the stakes."

NYU Langone Medical Center had also tried to armor itself against floods.

All seven of the generators providing backup power to the parts of the hospital involved in patient care are only a few years old and are on higher floors. The fuel tank is in a watertight vault. New fuel pumps were installed just this year in a pump house upgraded to withstand a high flood, said the hospital's vice president of facilities operation, Richard Cohen.

"The medical center invested quite a bit of money to upgrade the facility," he said.

The pump house remained "bone dry," Cohen said. But water shoved aside plastic and plywood defenses and infiltrated the fuel vault, where sensors detected the potentially damaging liquid and shut the generators down. "The force of the surge that came in was unbelievable. It dislodged our additional protection and caused a breach of the vault as well," Cohen said.

The power at NYU went out in a flash, leaving the staff scrambling to evacuate 300 patients with no notice.

Dr. Robert Berg, an obstetrician, said that when he lost power in his apartment, he went to the hospital to charge his cellphone and was stunned to find it in chaos.

"It didn't really occur to me that the hospital was going to be in trouble," he said. Even after finding the lobby dark, "I thought, 'We'll have power upstairs. We're an operating room.'"

He wound up carrying two patients down flights of stairs on a "med sled."

"There was a Category 1 outside and a Category 4 inside," he said. "I can't say that they were very well prepared for it."

That has left only one hospital, Beth Israel Medical Center, functioning in the southern third of Manhattan. It is also on backup power, but brought in two huge new generators Thursday, just in case.

Aviles said Bellevue might be out of commission for at least two more weeks. NYU Langone's generators are operating again, but the hospital is waiting for Consolidated Edison to restore its power before it starts taking patients again. That could happen in a matter of days.

Flooding may pose less of a danger to the hospital's power supply in the future. Construction is under way on a new power plant, at a cost of more than $200 million, that will run on natural gas and supply all the hospital's power needs.

"It's a tremendous facility, with a lot of hardening built into it," Cohen said.

Romney, Obama look for edge as campaign nears end

PORTSMOUTH, N.H. (AP) — Three days. Nine states — give or take. A magic 270 electoral votes. For President Barack Obama and rival Mitt Romney, the final touch-and-go stretch of campaigning is down to the numbers.

New hiring reports or a new jobless rate. Spending totals or early vote totals. Percentage points and rhetorical points. Frequency of stops or size of crowds. In a game of metrics, each camp is looking for that last measure that will separate them at the finish line.

After holding mostly small and mid-size rallies for much of the campaign, Obama's team is planning a series of larger events this weekend aimed at drawing big crowds in battleground states. Still, the campaign isn't expecting to draw the massive audiences Obama had in the closing days of the 2008 race, when his rallies drew more than 50,000.

Obama's closing weekend also includes two joint events with former President Bill Clinton: a rally Saturday night in Virginia and an event Sunday in New Hampshire. The two presidents had planned to campaign together across three states earlier this week, but that trip was called off because of Superstorm Sandy. And, of course, there is always Ohio, the top battleground of them all.

In a whiff of 2008 nostalgia, some of Obama's traveling companions from his campaign four years ago were planning to join him on the road for the final days of his last campaign. Among them are Robert Gibbs, who served as Obama's first White House press secretary, and Reggie Love, Obama's former personal aide who left the White House earlier this year.

Not to be outdone, Romney hosted a massive rally Friday night in West Chester, Ohio, drawing more than 10,000 people to the Cincinnati area for an event that featured rock stars, sports celebrities and dozens of Republican officials. It was a high-energy event on a cold night designed to kick off his own sprint to the finish.

Romney arrived in New Hampshire close to midnight on Friday after an 18-hour day on the campaign trail that took him from Virginia to Wisconsin to Ohio. He was attending a morning rally on the New Hampshire seacoast before making an afternoon appearance in Iowa, and two more in Colorado. He shifted an original plan to campaign in Nevada on Sunday in favor of a schedule likely to bring him back to Iowa, Ohio, Pennsylvania and Virginia.

Aides stress that his schedule is fluid and may change with little notice as they evaluate where his time is best spent.

On Saturday, Obama's first stop was in Mentor, Ohio, then he was campaigning in Milwaukee and Dubuque, Iowa, and ending the day in Bristow, Va. On Sunday, he was taking his campaign to New Hampshire, Florida, Colorado and, yes, Ohio.

Polling shows the race remains a toss-up heading into the final days. But Romney still has the tougher path; he must win more of the nine most-contested states to reach 270 electoral votes: Ohio, Florida, Virginia, North Carolina, Colorado, Nevada, Wisconsin, Iowa and New Hampshire.

Romney has added Pennsylvania to the mix, hoping to end a streak of five presidential contests where the Democratic candidate prevailed in the state. Obama won Pennsylvania by more than 10 percentage points in 2008; the latest polls in the state give him a 4- to 5-point margin. Romney will campaign in the Philadelphia suburbs on Sunday. Obama aides scoff at the Romney incursion, but they are carefully adding television spending in the state and are sending Clinton to campaign there Monday.

The final frenzy of campaigning comes in the wake of Superstorm Sandy that has dominated much of the news coverage for the past several days as New York, New Jersey and Connecticut recover from the brunt of its force. Friday also offered an economic finale to the campaign with the release of October jobs reports that contained better than average economic news but gave both campaigns a talking point. Employers added a better-than-expected 171,000 jobs last month, but the jobless rate ticked up to 7.9 percent from 7.8 percent — mainly because more people jumped back into the search for work.

In crucial early voting, Obama holds an apparent lead over Romney in key states. But Obama's advantage isn't as big as the one he had over John McCain four years ago, giving Romney hope that he could make up that gap in Tuesday's election.

About 25 million people already have voted in 34 states and the District of Columbia. No votes will be counted until Election Day, but several battleground states are releasing the party affiliation of people who have voted early. So far, Democratic voters outnumber Republicans in Florida, Iowa, Nevada, North Carolina and Ohio. Republicans have the edge in Colorado.

Gunmen kill 18 in bus attack in southwest Pakistan

QUETTA, Pakistan (AP) — Gunmen riding on two motorcycles opened fire on a bus at a small fuel station in southwest Pakistan on Friday, igniting a massive blaze and leaving 18 dead, a Pakistani official said.

Abdul Mansoor Kakar said all 16 people on the bus, including eight women and three children, were killed and the bodies badly burned. The vehicle had been parked next to fuel drums that ignited during the attack, starting a fire that engulfed the bus and killed two in a nearby car.

The attack took place in the town of Khuzdar in the province of Baluchistan.

No one claimed responsibility and the motive of the attack was unclear, Kakar said, adding that the incident was under investigation but no arrests were made.

Khuzdar is located 300 kilometers (180 miles) south of Quetta, the capital of Baluchistan province. The region has experienced a decades-long insurgency by nationalists who demand greater autonomy and a larger share of the province's natural resources.

The province is also thought to be home to many Afghan Taliban militants.

LOS ANGELES (AP) — Actor and outspoken liberal John Cusack is developing a movie about conservative radio host Rush Limbaugh, Cusack's production company said Friday.

The working title is "Rush," Cusack's New Crime Productions confirmed, offering no other details.

Hollywood director Betty Thomas, who's set to work on the film, said the production company is putting finishing touches on a script that will star the actor. Production is set for next year, Thomas said.

Limbaugh is in the front ranks of colorful and provocative media figures. Earlier this year, Limbaugh called a Georgetown law student a "slut" and a "prostitute" on air for arguing to Democrats in Congress that health plans should pay for contraception.

This week, the host mocked Republican New Jersey Gov. Chris Christie for his "bromance" with Obama after Christie praised the president's response to the aftermath of Hurricane Sandy.

Cusack as Limbaugh isn't typecasting, politics aside. Cusack is a slender, dark-haired 46-year-old, while Limbaugh is 61, balding and portly. But Hollywood's makeup experts have probably had greater challenges.

A publicist for Limbaugh said Friday he would check with the host for comment. The agency representing Cusack, Creative Artists Agency, declined comment on the project.

Cusack's credits range from the teen flick "Sixteen Candles" to offbeat films like "Being John Malkovich." He attended President Barack Obama's 2008 inauguration but has criticized Obama over his military and civil liberties policies.

Thomas is a former actress ("Hill Street Blues") and an Emmy-award winning director ("Dream On") whose big-screen films include Howard Stern's "Private Parts" and "The Brady Bunch Movie."

Thomas' latest project is an online series, "Audrey," that is showing on the YouTube channel WIGS.

Floods render NYC hospitals powerless

NEW YORK (AP) — There are few places in the U.S. where hospitals have put as much thought and money into disaster planning as New York. And yet two of the city's busiest, most important medical centers failed a fundamental test of readiness during Superstorm Sandy this week: They lost power.

Their backup generators failed, or proved inadequate. Nearly 1,000 patients had to be evacuated.

The closures led to dramatic scenes of doctors carrying patients down dark stairwells, nurses operating respirators by hand, and a bucket brigade of National Guard troops hauling fuel to rooftop generators in a vain attempt to keep the electricity on.

Both hospitals, NYU Langone Medical Center and Bellevue Hospital Center, were still trying to figure out exactly what led to the power failures Thursday, but the culprit appeared to be the most common type of flood damage there is: water in the basement.

While both hospitals put their generators on high floors where they could be protected in a flood, other critical components of the backup power system, such as fuel pumps and tanks, remained in basements just a block from the East River.

Both hospitals had fortified that equipment against floods within the past few years, but the water — which rushed with tremendous force — found a way in.

"This reveals to me that we have to be much more imaginative and detail-oriented in our planning to make sure hospitals are as resilient as they need to be," said Irwin Redlener, director of the National Center for Disaster Preparedness at Columbia University's Mailman School of Public Health.

The problem of unreliable backup electricity at hospitals is nothing new.

Over the first six months of the year, 23 percent of the hospitals inspected by the Joint Commission, a health care facility accreditation group, were found to be out of compliance with standards for backup power and lighting, according to a spokesman.

Power failures crippled New Orleans hospitals after Hurricane Katrina. The backup generator failed at a hospital in Stafford Springs, Conn., after the remnants of Hurricane Irene blew through the state in 2011. Hospitals in Houston were crippled when Tropical Storm Allison flooded their basements and knocked out electrical equipment in 2001.

When the Northeast was hit with a crippling blackout in 2003, the backup power at several of New York City's hospitals failed or performed poorly. Generators malfunctioned or overheated. Fuel ran out too quickly. Even where the backup systems worked, they provided electricity to only some parts of the hospital and left others in the dark.

Afterward, a mayoral task force recommended upgrading testing standards for generators and requiring backup plans for blood banks and health care facilities that provide dialysis treatment.

Alan Aviles, president of New York City's Health and Hospitals Corp., which operates Bellevue, said that after a scare last summer when Hurricane Irene threatened to cause flooding, Bellevue put its basement-level fuel pumps in flood-resistant chambers.

It still isn't clear whether water breached those defenses, but when an estimated 17 million gallons of water rushed through loading docks and into the hospital's 1-million-square-foot basement, the fuel feed to the generators stopped working. The floodwaters also knocked out the hospital's elevators.

For two days, National Guardsmen carried fuel to the generators, but conditions inside the hospital for patients and staff deteriorated anyway. The generators were designed to supply only 30 percent of the usual electrical load at the hospital, leaving a lot of equipment and labs hobbled. The hospital also lost all water pressure on Tuesday. Nearly 700 patients had been evacuated by Thursday afternoon.

"The precautions we had taken to date had served us well," Aviles said. "But Mother Nature can always up the stakes."

NYU Langone Medical Center had also tried to armor itself against floods.

All seven of the generators providing backup power to the parts of the hospital involved in patient care are only a few years old and are on higher floors. The fuel tank is in a watertight vault. New fuel pumps were installed just this year in a pump house upgraded to withstand a high flood, said the hospital's vice president of facilities operation, Richard Cohen.

"The medical center invested quite a bit of money to upgrade the facility," he said.

The pump house remained "bone dry," Cohen said. But water shoved aside plastic and plywood defenses and infiltrated the fuel vault, where sensors detected the potentially damaging liquid and shut the generators down. "The force of the surge that came in was unbelievable. It dislodged our additional protection and caused a breach of the vault as well," Cohen said.

The power at NYU went out in a flash, leaving the staff scrambling to evacuate 300 patients with no notice.

Dr. Robert Berg, an obstetrician, said that when he lost power in his apartment, he went to the hospital to charge his cellphone and was stunned to find it in chaos.

"It didn't really occur to me that the hospital was going to be in trouble," he said. Even after finding the lobby dark, "I thought, 'We'll have power upstairs. We're an operating room.'"

He wound up carrying two patients down flights of stairs on a "med sled."

"There was a Category 1 outside and a Category 4 inside," he said. "I can't say that they were very well prepared for it."

That has left only one hospital, Beth Israel Medical Center, functioning in the southern third of Manhattan. It is also on backup power, but brought in two huge new generators Thursday, just in case.

Aviles said Bellevue might be out of commission for at least two more weeks. NYU Langone's generators are operating again, but the hospital is waiting for Consolidated Edison to restore its power before it starts taking patients again. That could happen in a matter of days.

Flooding may pose less of a danger to the hospital's power supply in the future. Construction is under way on a new power plant, at a cost of more than $200 million, that will run on natural gas and supply all the hospital's power needs.

"It's a tremendous facility, with a lot of hardening built into it," Cohen said.

Microsoft pushes new Windows to developers

SEATTLE (Reuters) - Days after launching Windows 8, Microsoft Corp is mounting a strong campaign to win over the software developers it needs to kick-start its new operating system.


A lack of apps is Microsoft's Achilles heel as it attempts to catch Apple Inc and Google Inc in the rush toward mobile computing.


Windows 8, the new Surface tablet and a range of Windows-based phones - all unveiled in the past week - are designed to close that gap, but the world's largest software company still needs to convince developers to recreate the thriving 'ecosystem' that made PCs so successful.


"Please go out and write lots of applications," Microsoft Chief Executive Steve Ballmer pleaded with 2,000 developers on Tuesday, kicking off an annual, four-day meeting at its campus near Seattle.


The event, called 'Build,' is the equivalent of Apple's Worldwide Developer Conference and Google's I/O event.


Microsoft gave each paying attendee one of its Surface tablets and 100 gigabytes of free space on its SkyDrive online storage service. On top of that, handset partner Nokia threw in a free Lumia 920 smartphone running Windows Phone 8.


The unprecedentedly generous give-away signals the intent of what Microsoft openly calls "evangelism." Most developers at the meeting, who paid up to $2,000 to attend, are already converted to the Windows religion. But this year there is a feeling that Microsoft can re-establish itself as a relevant platform for developers.


"The sessions are overflowing. Everybody wants to learn," said Greg Lutz, product manager at development tools company ComponentOne, who is attending the conference.


"The Surface is really exciting. It's been interesting to see people that would normally be critics of Microsoft surprised to see how good it is," said Lutz, whose company makes features that developers can use in apps, such as calendars or charts.


Microsoft recognizes it needs apps to flesh out its new online Windows Store and make Windows 8 machines more attractive to users, said Russ Whitman, chief strategy officer at Ratio Interactive, a design agency that helps companies create apps.


"The catalog (of apps) is where they are weak, there's no doubt," he said. "But if Microsoft stays focused on quality not quantity, they can win."


DEVELOPER DOUBTS


When Windows 8 launched on Friday, some major content providers had prominent apps in the Windows store, such as Netflix Inc, the New York Times and Rovio's Angry Birds Space. But big names such as Facebook and Twitter were missing.


Twitter moved to rectify that on Tuesday, announcing that a native Windows app would be rolled out "in the months ahead." Dropbox, a fast-growing cloud storage service, also announced it would soon have a Windows app, as did online payment firm PayPal and sports network ESPN.


But Facebook, which now has more than 1 billion users, has not yet made public any plans for a Windows app, despite the fact Microsoft is a minor shareholder.


And Microsoft still has to overcome indifference from many developers who do not see demand from users or simply do not have the resources to build Windows apps alongside iOS and Android.


"Windows 8 is getting good reviews and the tile user interface is a great fit with our geo-visual content," said Jason Karas, CEO at website Trover, where users can share photos of interesting discoveries. "It's on the roadmap for Trover, but we are still a very lean team, so we're hesitant to support a third platform until we have all the innovations we want to see in iPhone and Android in place."


Microsoft has yet to persuade other influential online services, for example car-rental firm Zipcar or real estate information firm Zillow, to develop for Windows 8.


To get more developers on board, Microsoft is spending this week demonstrating how it is making it easier to develop apps for Windows and get them into the real world.


A key part of that is a new set of tools tying in its Azure cloud service, which allows Windows apps to easily harness data stored in remote servers.


"Some of the new changes are pretty incredible and are going to make developing, especially some of the mobile apps, much easier," said Mike Cousins, a software developer following the conference by webcast from Calgary, Canada.


"It just makes it super-easy to integrate mobile clients into your application," said Cousins, who is developing Shuttr, a site for photographers to display and sell their work. "It's been reduced from probably a week's work to minutes."


400 MILLION NEW MACHINES


Microsoft's best argument to developers is the sheer size of the Windows user base.


Microsoft sold 4 million upgrades to Windows 8 in its first four days, a mere fraction of the 670 million or so machines running Windows 7. Ballmer said there would be 400 million new devices running Windows next year, including PCs, tablets and phones, and the company would be marketing heavily to consumers.


That is an attractive audience for developers, and Whitman at Ratio Interactive said he saw many new faces at Microsoft's event this week who previously were more interested in web-based apps and other platforms.


"There's a new generation of developers that can build on Windows 8 that have been building using JavaScript and HTML," he said. "Seeing some of those developers show up and talk about building apps using other languages is pretty cool. It's a whole different group than Microsoft has traditionally been able to court."


One Wall Street analyst said developers may even be tempted to switch back to Microsoft after working with Apple's iOS platform.


"There does seem to be some excitement about the new operating system and many of the new devices that are coming to market," said Jason Maynard, an analyst at Wells Fargo Securities. "We have heard some developers talk about 're-Microsofting' and moving from their Macs for app development."


Cousins said that once developers see the user base for Windows 8 grow, the momentum will start to have an effect.


"All the new PCs people buy will be Windows 8, and people will start demanding Windows 8 apps from companies, and then they will start making them," he said. "I think we'll see a wave of apps coming out pretty soon."

No pigeons, planes, pingpong balls at China meet

BEIJING (AP) — Don't roll down the taxi windows. Don't buy a remote-controlled plane without a police chief's permission. And don't release your pigeons.

Beijing is tightening security as its all-important Communist Party congress approaches, and some of the measures seem downright bizarre. Kitchen knives and pencil sharpeners reportedly have been pulled from store shelves, and there's even a rumor that authorities are on the lookout for seditious messages on pingpong balls.

The congress, which begins Nov. 8, will name new leaders to run the world's most populous country and second-largest economy for the next decade. Most of the security measures have been phased in in time for Thursday's opening of a meeting of the Central Committee, the roughly 370-member body that is finalizing preparations for the congress.

China always tightens security for high-profile events, like much of the rest of the world. London, for instance, restricted air traffic during the Olympics.

But many of Beijing's rules seem extraordinary, perhaps in an effort to smooth a once-a-decade transition that has already been bumpy.

Bo Xilai, once a candidate for the all-powerful Politburo's Standing Committee, suffered a spectacular fall from grace in which his wife was convicted of murder. One of President Hu Jintao's closest aides was demoted, apparently after his son was killed alongside two partially dressed women in an accident in his Ferrari. Meanwhile, protests over pollution, land seizures and local corruption continue across the country.

Human rights groups report that activists and petitioners are being rounded up ahead of the congress. But the broader security measures may best illustrate how China is trying to leave absolutely no room for disruptions.

The government has blocked searches for the phrase "18th Party Congress" on websites including China's popular Twitter-like Sina Weibo. Internet posters manage to get around that by using characters that sound like "party congress." One substitute: "Sparta."

Taxi drivers have been told to remove window handles, to avoid sensitive parts of the city and not to open their windows or doors if they pass "important venues." Some taxi drivers, but not all, have been told to ask passengers to sign a "traveling agreement" if they want to go near Tiananmen Square.

A man who answered the phone at Wan Quan Si taxi company in the south of the capital said the rule applies to all taxi companies in Beijing. He declined to give his name.

Beijing investment company worker Li Tianshu said she didn't believe colleagues' claims that door handles had been removed until she got into a taxi herself the other day.

"There were no handles for three of the four windows," she said. "The driver told me that their company asked them to do it to prevent passengers spreading leaflets. The driver complained that if they don't take the handles away or the passengers throw leaflets out of the taxis, they will be fired."

Citizens have taken to Weibo to post photos of doors with handles crudely ripped off. Liu Shi, a client manager in a mass communication company, wrote that the taxi driver had told him that power to electronic window buttons would also be cut.

A memo circulating on Weibo warned taxi drivers to be on guard against passengers who may want to cast balloons with slogans or throw "pingpong balls with reactionary words." It was unclear who issued the memo and its authenticity could not be confirmed.

A man who wouldn't give his name at Tong Hai taxi company in central Beijing said it had received orders "from higher authorities" to reinforce security measures and a memo, but he wouldn't elaborate.

Police in the capital are asking that Chinese show their ID cards and foreigners their passports when buying remote-controlled model aircraft over safety concerns, the official Global Times newspaper reported Tuesday.

One toy store owner said authorities had told him to stop selling medium and large-sized planes.

"This kind of plane can't fly over long distances and it can hardly carry anything," said Chen Ziping, holding up a model about half a meter (half a yard) long. "They just told me to stop selling it and I have to follow the order."

The Global Times quoted an unnamed police officer from Aoyuncun station in Chaoyang district as saying that people wanting to buy model planes during the congress should go to the vendor's local police station to register. When the buyer receives approval from the station's police chief, he can make the purchase, the officer said.

Still, they won't be allowed to fly model planes in the city, and balloons also are on the blacklist, the newspaper said. It cited another officer from Chaoyang district Public Security Bureau as saying that pigeon owners must keep their birds in their coops during the congress.

Chen Jieren had a run-in with the security rules Sunday after the handle of his knife broke while he was cooking dinner. He took his ID card to the supermarket, knowing that people must show identification when buying knives during sensitive periods.

"Well, it didn't work this time," Chen said in a telephone interview. "I was told by the police that no more knives can be sold, not even pencil sharpeners. And I don't think the shopkeeper was kidding, because several days ago I saw myself that police were asking the sales assistants in the stationer's not to sell pencil sharpeners.

"I went back and got an old knife and tried to sharpen it. I guess I have to live with it until the Congress finishes," he added, glumly.

Wang Ye, an engineer from Beijing who lives in Shanghai, was planning on returning to his home city to run a marathon, but it was postponed with no word on when it might be held. The date of a marathon in the eastern city of Hangzhou, near Shanghai, was also changed.

"There is no official explanation, but we all know that it is due to the 18th Congress," he said. "(The Beijing marathon) has been held regularly for the past 31 years.

"I guess I will give up running competitions in China and try to attend more abroad," said Wang. "At least they tell me the schedule one year before the event."

Chris Brown to stay on supervised probation

LOS ANGELES (AP) — A judge on Thursday ordered Chris Brown to remain on supervised probation and make another court appearance after he completes an overseas tour.

Superior Court Judge Patricia Schnegg did not address questions raised at a previous hearing about whether the R&B singer had completed the terms of his community labor sentence.

A prosecutor said a report filed for Thursday's hearing did not add additional details about Brown's service as previously requested by the court. Brown is scheduled to return to court Jan. 17.

Brown remains on supervised probation for felony assault for an attack on Rihanna in 2009.

In September, officials in Brown's home state of Virginia reported that the singer completed six months of community labor, but the judge called those records "somewhat cryptic" at the time.

Brown is scheduled to begin a tour that spans several countries in Europe and South Africa on Nov. 14.

Brown appeared at the hearing along with his mother and attorney Mark Geragos. He did not speak during the proceedings, and when he attempted to at one point during discussions of his schedule, Geragos joked, "I don't dance, you don't talk."

Power failures crippled New Orleans hospitals after Hurricane Katrina. The backup generator failed at a hospital in Stafford Springs, Conn., after the remnants of Hurricane Irene blew through the state in 2011. Hospitals in Houston were crippled when Tropical Storm Allison flooded their basements and knocked out electrical equipment in 2001.

When the Northeast was hit with a crippling blackout in 2003, the backup power at several of New York City's hospitals failed or performed poorly. Generators malfunctioned or overheated. Fuel ran out too quickly. Even where the backup systems worked, they provided electricity to only some parts of the hospital and left others in the dark.

Afterward, a mayoral task force recommended upgrading testing standards for generators and requiring backup plans for blood banks and health care facilities that provide dialysis treatment.

Alan Aviles, president of New York City's Health and Hospitals Corp., which operates Bellevue, said that after a scare last summer when Hurricane Irene threatened to cause flooding, Bellevue put its basement-level fuel pumps in flood-resistant chambers.

It still isn't clear whether water breached those defenses, but when an estimated 17 million gallons of water rushed through loading docks and into the hospital's 1-million-square-foot basement, the fuel feed to the generators stopped working. The floodwaters also knocked out the hospital's elevators.

For two days, National Guardsmen carried fuel to the generators, but conditions inside the hospital for patients and staff deteriorated anyway. The generators were designed to supply only 30 percent of the usual electrical load at the hospital, leaving a lot of equipment and labs hobbled. The hospital also lost all water pressure on Tuesday. Nearly 700 patients had been evacuated by Thursday afternoon.

"The precautions we had taken to date had served us well," Aviles said. "But Mother Nature can always up the stakes."

NYU Langone Medical Center had also tried to armor itself against floods.

All seven of the generators providing backup power to the parts of the hospital involved in patient care are only a few years old and are on higher floors. The fuel tank is in a watertight vault. New fuel pumps were installed just this year in a pump house upgraded to withstand a high flood, said the hospital's vice president of facilities operation, Richard Cohen.

"The medical center invested quite a bit of money to upgrade the facility," he said.

The pump house remained "bone dry," Cohen said. But water shoved aside plastic and plywood defenses and infiltrated the fuel vault, where sensors detected the potentially damaging liquid and shut the generators down. "The force of the surge that came in was unbelievable. It dislodged our additional protection and caused a breach of the vault as well," Cohen said.

The power at NYU went out in a flash, leaving the staff scrambling to evacuate 300 patients with no notice.

Dr. Robert Berg, an obstetrician, said that when he lost power in his apartment, he went to the hospital to charge his cellphone and was stunned to find it in chaos.

"It didn't really occur to me that the hospital was going to be in trouble," he said. Even after finding the lobby dark, "I thought, 'We'll have power upstairs. We're an operating room.'"

He wound up carrying two patients down flights of stairs on a "med sled."

"There was a Category 1 outside and a Category 4 inside," he said. "I can't say that they were very well prepared for it."

That has left only one hospital, Beth Israel Medical Center, functioning in the southern third of Manhattan. It is also on backup power, but brought in two huge new generators Thursday, just in case.

Aviles said Bellevue might be out of commission for at least two more weeks. NYU Langone's generators are operating again, but the hospital is waiting for Consolidated Edison to restore its power before it starts taking patients again. That could happen in a matter of days.

Flooding may pose less of a danger to the hospital's power supply in the future. Construction is under way on a new power plant, at a cost of more than $200 million, that will run on natural gas and supply all the hospital's power needs.

"It's a tremendous facility, with a lot of hardening built into it," Cohen said.

Exasperation builds on Day 3 in storm-stricken NYC

NEW YORK (AP) — Frustration — and in some cases fear — mounted in New York City on Thursday, three days after Superstorm Sandy. Traffic backed up for miles at bridges, large crowds waited impatiently for buses into Manhattan, and tempers flared in gas lines.

Mayor Michael Bloomberg said the city would send bottled water and ready-to-eat meals into the hardest-hit neighborhoods through the weekend, but some New Yorkers grew dispirited after days without power, water and heat and decided to get out.

"It's dirty, and it's getting a little crazy down there," said Michael Tomeo, who boarded a bus to Philadelphia with his 4-year-old son. "It just feels like you wouldn't want to be out at night. Everything's pitch dark. I'm tired of it, big-time."

Rima Finzi-Strauss decided to take bus to Washington. When the power went out Monday night in her apartment building on the Lower East Side of Manhattan, it also disabled the electric locks on the front door, she said.

"We had three guys sitting out in the lobby last night with candlelight, and very threatening folks were passing by in the pitch black," she said. "And everyone's leaving. That makes it worse."

The mounting despair came even as the subways began rolling again after a three-day shutdown. Service was restored to most of the city, but not the most stricken parts of Manhattan and Brooklyn, where the tunnels were flooded.

Bridges into the city were open, but police enforced a carpooling rule and peered into windows to make sure each car had at least three people. The rule was meant to ease congestion but appeared to worsen it. Traffic jams stretched for miles, and drivers who made it into the city reported that some people got out of their cars to argue with police.

Rosemarie Zurlo said she planned to leave Manhattan for her sister's place in Brooklyn because her own apartment was freezing, "but I'll never be able to come back here because I don't have three people to put in my car."

With only partial subway service, lines at bus stops swelled. More than 1,000 people packed the sidewalk outside an arena in Brooklyn, waiting for buses to Manhattan. Nearby, hundreds of people massed on a sidewalk.

When a bus pulled up, passengers rushed the door. A transit worker banged on a bus window, yelled at people inside, and then yelled at people in the line.

With the electricity out and gasoline supplies scarce, many gas stations across the New York area remained closed, and stations that were open drew long lines of cars that spilled out onto roads.

At a station near Coney Island, almost 100 cars lined up, and people shouted and honked, and a station employee said he had been spit on and had coffee thrown at him.

In a Brooklyn neighborhood, a station had pumps wrapped in police tape and a "NO GAS" sign, but cars waited because of a rumor that gas was coming.

"I've been stranded here for five days," said Stuart Zager, who is from Brooklyn and was trying to get to his place in Delray Beach, Fla. "I'm afraid to get on the Jersey Turnpike. On half a tank, I'll never make it."

The worst was over at least for public transportation. The Long Island Rail Road and Metro-North were running commuter trains again, though service was limited. New Jersey Transit had no rail service but most of its buses were back, and Amtrak was hoping to resume train service between New York and Boston for the first time since the storm hit.

The storm killed at least 90 people in the U.S. New York City raised its death toll on Thursday to 38, including two Staten Island boys, 2 and 4, swept from their mother's arms by the floodwaters.

In New Jersey, many people were allowed back into their neighborhoods Thursday for the first time since Sandy ravaged the coastline. Some found minor damage, others total destruction.

The storm cut off barrier islands, smashed homes, wrecked boardwalks and hurled amusement park rides into the sea. Atlantic City, on a barrier island, remained under mandatory evacuation.

More than 4.6 million homes and businesses, including about 650,000 in New York and its northern suburbs, were still without power. Consolidated Edison, the power company serving New York, said electricity should be restored by Saturday to customers in Manhattan and to homes and offices served by underground power lines in Brooklyn.

In darkened neighborhoods, people walked around with miner's lamps on their foreheads and bicycle lights clipped to shoulder bags and, in at least one case, to a dog's collar. A Manhattan handyman opened a fire hydrant so people could collect water to flush toilets.

"You can clearly tell at the office, or even walking down the street, who has power and who doesn't," said Jordan Spiro, who lives in the blackout zone. "New Yorkers may not be known as the friendliest bunch, but take away their ability to shower and communicate and you'll see how disgruntled they can get."

Some public officials expressed exasperation at the relief effort.

James Molinaro, president of the borough of Staten Island, suggested that people not donate money to the American Red Cross because the Red Cross "is nowhere to be found."

"We have hundreds of people in shelters throughout Staten Island," he said. "Many of them, when the shelters close, have nowhere to go because their homes are destroyed. These are not homeless people. They're homeless now."

Josh Lockwood, the Red Cross' regional chief executive, said 10 trucks began arriving to Staten Island on Thursday morning and a kitchen was set up to distribute meals. Lockwood defended the agency, saying relief workers were stretched thin.

"We're talking about a disaster where we've had shelters set up from Virginia to Indiana to the state Maine, so there's just this tremendous response," he said. "So I would say no one organization is going to be able to address the needs of all these folks by themselves."

In Manhattan's Chelsea neighborhood, Mary Wilson, 75, was buying water from a convenience store that was open but had no power. She said she had been without running water or electricity for three days, and lived on the 19th floor.

She walked downstairs Thursday for the first time because she ran out of bottled water and felt she was going to faint. She said she met people on the stairs who helped her down.

"I did a lot of praying: 'Help me to get to the main floor.' Now I've got to pray to get to the top," she said. "I said, 'I'll go down today or they'll find me dead.'"

Changing channels; Sony, Sharp in turnaround battle

TOKYO (Reuters) - Sony Corp is likely to say it returned to an operating profit for July-September after it sold a chemicals business, but investors still aren't sure a consumer electronics revamp will deliver the profit growth the group seeks.


Sony shares, valued at less than $12 billion, have dropped 16 percent since end-June and its 5-year credit default swaps - the cost of insuring against debt default - have jumped by almost 60 percent. The benchmark Nikkei average is down by less than 1 percent.


The maker of Bravia TVs, Vaio laptops and PlayStation game consoles, battling weak demand and tough competition, is expected to say it earned operating profit of 33.8 billion yen ($424.7 million) in its second-quarter, after losing 1.6 billion yen a year ago, according to an average estimate from five analysts on Thomson Reuters I/B/E/S.


Sony has sold a chemicals unit to state-backed Development Bank of Japan for 58 billion yen, and other asset sales may further inflate operating profit this business year. The Japanese group, which blazed a trail in the early 1980s with its Walkman portable music players, is closing the Shinagawa Technology Center, a 31-storey Tokyo office built in 1998 and may even sell the 37-storey Sony Tower, the New York headquarters of its U.S. business, according to media reports.


Sony has said it expects to reduce its global workforce by 10,000 people by end-March, around 6 percent of its total, as it seeks to lop 30 billion yen off its costs.


HIGH-RISK


Kazuo Hirai, who took over as CEO in April, has pledged to rebuild Sony around gaming, digital imaging and mobile devices, and nurture new businesses such as medical devices, as the TV business shrinks - Sony has lost close to $9 billion in TVs over the past 8 years. In late-September, Sony agreed to pay 50 billion yen to become the biggest shareholder in Olympus Corp, a world leader in medical endoscopes.


"The areas in which Sony is continuing to focus are of course high-risk, high-return markets," said JP Morgan analyst Yoshiharu Izumi in a recent report. "Although we expect (full-year) margin improvement in the electronics segment, we think it's too early to appraise a sustained recovery."


While battling weak demand for its products, fierce competition from Apple Inc and Samsung Electronics and others, Sony is also up against a strong yen and a depressed global economy.


Panasonic Corp, a rival Japanese TV maker, said on Wednesday it will lose almost $10 billion this business year as it cleans its house of risky assets - writing down billions of dollars of goodwill and assets in its mobile and energy units and preparing for more restructuring that is likely to see it shift away from money-losing TVs and other consumer electronics.


OUTLOOK DIMMER


In August, Sony cut its full-year operating profit forecast by more than a quarter to 130 billion yen, still some way above the average forecast by 19 analysts for 107 billion yen. At a net level, Sony sees annual profit of 20 billion yen, while the market prediction is for around a third of that.


"It's unclear if Sony will cut its full-year operating profit guidance, but we see considerable potential for second-half shortfalls, mainly in smartphones and games," Goldman Sachs analyst Takashi Watanabe said in a client note.


Sales of Sony's handsets, including its Xperia smartphones, are expected to have slid by more than a fifth in July-September, to below 8 million devices, a Reuters poll showed last month. [ID:nL6E8LAL10] For next year, it's forecast to sell 34.4 million mobiles, about the same as Samsung shifts each month.


The South Korean firm and Apple are also encroaching on Sony's gaming business, and Hirai has cut the forecast for annual sales of the hand-held Vita and PSP consoles to 12 million from 16 million.


After four straight years of net losses, Hirai is also hampered by weakened finances. At end-June, Sony's shareholder equity ratio fell to below 15 percent - a rate of 20 percent is generally considered a healthy minimum.


While selling off non-core assets, Sony has also spent to bolster its business portfolio - laying out $1.8 billion in four months on the Olympus stake, a cloud gaming firm and a website for doctors, but this has prompted both Moody's and Standard & Poor's to lower their long-term debt rating on the company to the second-lowest investment grade.


SHARP DOWNTURN


At rival Japanese TV maker Sharp Corp, which also announces quarterly earnings on Thursday, the need to return to profit is more urgent.


The maker of Aquos TVs has secured a $4.6 billion bank bailout, and has pledged to axe 10,000 jobs, sell assets, and return to profit. At end-June, Sharp's shareholder equity ratio was 18.7 percent.


After adding restructuring charges, valuation losses on stocks of LCD display panels and other costs, Sharp is expected to post a 400 billion yen net loss for April-September, almost double the company's estimate, the Nikkei business daily reported last week.


In front-loading those costs, and taking the hit now, Sharp may be better placed to return to profit in the current second half of the year, allowing lenders to justify the bailout.


Sharp is said to be increasing production capacity for its high-definition power-saving IGZO screens, which it hopes to sell to makers of ultrabook computers, including Lenovo Group, Dell Inc and Hewlett-Packard, Japanese media have reported.


For the second quarter, Sharp is expected to have made a 50.4 billion yen operating loss, according to the average of six analysts on Thomson Reuters I/B/E/S.


Both Sharp and Sony may also have felt the impact of a recent dispute with China over ownership of islands in the East China Sea, which triggered sometimes violent protests against Japanese products. Sharp had almost a fifth of its revenues in China, while Sony has around 8 percent of its business there.


Sharp shares have more than halved since end-June, to record lows below 150 yen. Five years ago, the stock traded at above 2,440 yen. Its market value has slumped to below $2.4 billion.
